A€“ Right-wing Israeli politician Avigdor Lieberman proposed a "solution" to the war in the Gaza Strip on Tuesday saying, "Israel won't be secure so long as Hamas is in power, and therefore we need to come to a decision that we will break the will of Hamas to keep fighting."

"We must continue to fight Hamas just like the United States did with the Japanese in World War II," Lieberman added.

According to reports in Israeli media, he said the US nuclear strikes had rendered an "occupation of the country unnecessary."

Avigdor Lieberman, a member of parliament and the chairman of the Israel Beiteinu party, was speaking at at Bar-Ilan University.

Lieberman's comments drew criticism from Palestinian officials.

To Dr Mustafa Barghouthi, the Secretary-General of the Palestinian National Initiative, "the Israeli politicians statements disproportionate, such as their bloody actions on our people in Gaza."

"In 1945, US launched two atomic bomb attacks on Nagasaki and Hiroshima, resulting in one of the biggest tragedy in human history that has been condemned many times", added the deputy.

"Avidgor Lieberman is an extreme orator from whom we are used to hear extreme speeches. But this shows one more time that Israel never learn lesson from the past and rather invokes one of the bloodiest massacres in History to be the fate of the Gazans. They don't have respect for human life", he said, noting high amount of support for Israel's war on the Gaza Strip among the Israeli public.

Dear Secretary. Rice,

Since there was no one to respond to your December 28th statement condemning Hamas for launching rockets into Israel, and blaming Hamas for the end of the cease fire with Israel, and Israel’s subsequent massacre in Gaza, it seems appropriate that I respond to you since I follow the Palestine/Israel conflict closely and I happen to know that neither the facts, or international law agree with your statement, and neither do most of the people of the world.

As an American woman, and also a woman of African American descent, I am shocked by your total disregard for the loss of innocent human life taking place in Gaza. Obviously the history of your own people has had little effect on your sense of justice, and even though you are Secretary of State, you also seem to have absolutely no knowledge of, or respect for international law.

According to the law, Israel is a belligerent and illegal military occupier of Palestine. This might not agree with your Zionist Christian view, but it is the view of those human beings who respect law and justice, and who realize that there can never be peace without these two essentials. Hamas is not bound by Talmudic or Biblical law, and neither are they bound by US law. They are only bound by international law which includes the Geneva Conventions, a treaty to which the US is a signor. We signed this treaty with the intention to serve all of humanity equitably, and not only Jewish people, or Israel.

Israel not only failed in its duty to provide humanitarian aid to the Palestinians, which is only part of their Geneva Convention obligations, Israel went so far as to actually impose an illegal economic blockade upon the Gaza Strip that resulted in the deaths of 251 people. It did this with the approval of the Bush Administration, in violation of international law.

The US has continued to arm Israel and to provide military and security aid to Israel, even though Israel is clearly in violation of US law. The law prohibits the use of US manufactured armaments and monetary aid to carry out illegal acts of aggression, war crimes, or to violate human rights. Israel is guilty of all three of these prohibitions, yet the US has continued to turn its head to Israel’s crimes, and we continue to fund and supply Israel, and we also continue to block all attempts by the UN Security Council to bring Israel into compliance with international law.

As for the cease fire, the terms were clear. They included a cessation of Palestinian rocket fire in exchange for Israel ending the economic blockade. To impose an economic blockade, according to international law is an act of war. The Palestinians were within their right not only to launch rockets in an attempt to pressure Israel to lift the blockade, they also have a right to defend themselves, acting to deter Israeli violence which never abated even after the cease fire came into effect. Israel killed 50 Palestinians in one month, and Hamas held to the cease fire and asked other Palestinian resistance movements to do the same, hoping that the international community would convince Israel to abide by the cease fire agreement. It never happened.

Israel is not justified in its brutal attack upon Gaza that has so far taken more than 300 innocent lives, and injured 1000 others. Whether or not the US and Israel are able to understand this, the facts of these matters have been documented by numerous human rights organizations, including Israeli human rights organizations, and are available to any interested party. The fact is that Israel is carrying out one of its numerous acts of illegal military aggression, and war crimes in Gaza, and your administration has given Israel tacit approval, and possibly even made the US complicit in this act.

During your 4 year tenure as Secretary of State, the United States has suffered the greatest loss in credibility and international prestige in our country’s history. The US veto of the UNSC resolution calling for Israel to end its military aggression against Gaza is an example of why this loss occurred, and your statement blaming Hamas for Israel’s violence is another.

Ultimately, neither my opinion of the facts or yours will make much difference in respect to what will be the verdict of an international court, once any willing court takes up the case of Israel’s 50 year illegal occupation of Palestine, genocide, and the US role in that genocide

As international public opinion continues to mount against Israel and its continued violence and militarization and destabilization of the Muslim world, you should keep in mind that it is also mounting against the US. The US and Israel have been voted “the greatest threats to peace” in the world. This should make it easy for a judge or jury to reach the appropriate conclusion as to who violated the cease fire, and who has a right to self defense.

One can only imagine our country’s founders crying in their graves at the very thought that our country, once an independent and powerful beacon of light to the oppressed, and those longing for freedom, has become a quisling and sycophant of a brutal and lawless occupier, that is destroying the birthplace of Jesus Christ, which is in Palestine. That Israel chose to carry out this carnage only days after Christmas is very telling. Perhaps it is indicative of how much Israel appreciates the loyalty and support of America’s “new” Christian Zionist Jews and their American Zionist Jewish counterparts.

Rice wants tension among Palestinians

Hamas spokesman Fawzi Barhoum

Hamas Spokesman Fawzi Barhoum has accused the US Secretary of State of trying to obstruct ongoing efforts for Palestinian unity.

Fawzi Barhoum said that the October visit by State Secretary Condoleezza Rice will aim at fomenting discord among Palestinians and preventing the formation of a new Palestinian unity government.

Washington seeks to prevent any accord between Palestinians, knowing that any such agreement is contrary to the interest of the US and its ally Israel, Barhoum added.

Palestinian groups, headed by the Hamas and Fatah movements, have been invited by Egypt to attend a meeting in Cairo in the first week of November to prepare their strategy to face the current crisis.

Rice is scheduled to visit the Middle East ahead of the Cairo meeting, in mid-October.

The spokesman said Rice is using every method available to prevent Palestinian Authority Chief Mahmoud Abbas from negotiating with the Hamas movement.

Tensions between Hamas and Fatah arose after Hamas' victory in the 2006 parliamentary elections. Following the elections, Mahmoud Abbas dissolved the Hamas-led government and appointed a Fatah-led Palestinian Authority in the West Bank. Hamas responded by taking control of the Gaza Strip.

Hamas and Fatah have not held direct talks since then.

Condoleeza Rice is Unwelcome in Palestine

The visit of the US Secretary of State Condoleezza Rice comes two days after 44 heroes from 17 nations have broken the hermetic siege imposed on the Gaza Strip. This visit comes at a time after Israel has brutally murdered this year alone more than 660 Palestinians, mostly civilians, including 64 children and wounded more than 1500. Israel has also arrested more than 64 elected Palestinian Legislative Council members, city mayors and cabinet ministers. It also continues to detain 12000 political prisoners, including children and women.

The Palestinian people have already been under siege for the past two as collective punishment for exercising their democratic choice in elections in January 2006. Thanks to American unlimited support, Israel has turned the Gaza Strip into the largest concentration camp with the largest population of prisoners in the world. The deadly international conspiracy of silence towards the genocidal war taking place against the 1.3 million civilians in Gaza indicates complicity in these war crimes.

Like the courageous 44 human rights activists who have taken an unprecedented step against al odds, Rice should be visiting Gaza to experience first hand the daily horror of living under the Israeli medieval siege. These crimes against the civilian population are, however, seen by the neo-con American government as a necessary step towards the formation of the "New Middle East.”

Known for her defence of war crimes committed against Iraqis, Lebanese and Palestinians, Condoleeza Rice's place is behind bars. She is unwelcome in Palestine and should be boycotted by al Palestinians.

U.S. Amnesia In The Middle East

Secretary of State Condoleezza Rice's
fruitless visit to the Middle East last week
has brought to mind General Ripper from the movie
"Doctor Strangelove". The demented Ripper, you
might recall, starts a nuclear war because he is
convinced the "Ruskies" have poisoned America's
"purity of essence" by fluoridating its water supply.

And while the film remains a sly allegory for our
time, there does seem to be something contaminating
America's essence which causes a kind of political
amnesia when it comes to brokering peace in that
part of the world.

In her frantic shuttle diplomacy to bring about some
kind of settlement between the Israelis and Palestinians
which might dilute History's utter condemnation of
her president, Rice has been sidelined by events on
the ground in Gaza where the Islamist Hamas trades
bombs and casualties with the Israeli Defense Forces.

And that is precisely where amnesia comes in. The
latest roadblock in the road map to peace was setup,
we seem to have forgotten, not with the occupation of
the West Bank and Gaza in the late '60s; nor the first
nor even the second Intifada in the '80s and '90s; but
in 2006 when Hamas handily won about the freest
and fairest elections ever held in that part of the
Arab world.

But the crisis which derailed Bush's hope for
"redemption" - and worse, makes it less likely the
next administration can broker a real peace - began
after the election, we seem to have forgotten, when
Israel, the U.S. and even the European Union began
a campaign to undermine and delegitimize that impeccably
democratic vote. Why? Because Hamas is a "terrorist"
organization - meaning it will not give up guns and
bombs as a way to fight an occupying power? Because
only the US and EU and Israel get to vote for whomever
they want and the rest of the world must merely do as
it is told?

Again, amnesia as much as hypocrisy
seems to be in play.

Don't we remember that in a tiny corner of Europe
there has long been a deadly political battle over rights
and territory which seems to be religious war? In
Northern Ireland - now blessedly if uneasily at
peace for almost 10 years - a "terrorist" group known
as the IRA took up both the ballot as well as the bullet
in 1981 when a "terrorist" named Bobby Sands won a
seat in the British parliament while on hunger strike for
POW status. He died, and in 1983 Gerry Adams, the
leader of the "terrorist" Sinn Fein won that same seat.

The Protestant Unionists refused to negotiate with the
Catholic Terrorists unless the IRA renounced violence
and their desire to drive the British into the sea. The
IRA refused to surrender its founding principles until
irreversible negotiations were underway.

Sound familiar?

But Sinn Fein, with Gerry Adams elected to parliament
but refusing to take a seat there, kept standing in mostly
local elections and winning. As it did, more and more of
its supporters were drawn to a negotiated peace deal,
and away from armed struggle. And when that peace
was finally made it was between the "extremist" camps
of the hard line protestant Democratic Unionist Party
and Sinn Fein, whose leaders were so-called terrorists.
Today these implacable enemies run the government
together, while the once favored moderate parties of
both camps have virtually ceased to exist. (Which may
be why the Palestinian Authority went along with the
subversion of Hamas' victory - the hidebound, corrupt
PA may fear the same future.)

But peace would not have happened had those
democratic elections which brought the IRA to public
office been subverted. Instead the proponents of
armed-struggle-forever would've prevailed.

What amnesia, what loss of political essence, makes the
powers-that-be and the citizenry overlook such a
successful formula for peace in Palestine? Is it that the
Northern Irish are white Christians and the Palestinians
are Arab Muslims?

The Palestinians knew perfectly well what they were doing
when they voted for Hamas. As did the Catholics of West
Belfast when they voted for the IRA. As the latter's vote
was honored, so must the former's be. All democratically
cast ballots are equally sacred, or democracy is just another
word for flim-flam.

What peace in the long, sectarian war in Northern Ireland
reminds us is that you do not insist an armed group with a
legitimate grievance give up its guns and grievances
before real peace is offered. Rather, you draw it further
and further into elected politics so that, as happened in
Northern Ireland, the moderates in the extremist camp
can show results from the democratic process. But you
certainly don't teach it that it is a waste of time to engage
in democratic politics. And the real extremists in Hamas
are trying to make precisely that case - having tried the
ballot and been overthrown, there is a rational argument
to be made that nothing is left but the bullet and the bomb.

The tangled obstacles now thwarting Rice's frantic efforts
can only be removed by restoring those election results
and pledging to let whomsoever the Palestinians choose
as their leaders, lead the way to negotiations between
enemies. Rice and Bush will not do that, the next
Administration must.

Only that will restore the peace process' purity of essence.

Gaza turmoil; the Canadian connection

MacKay waded into the heart of the conflict, immediately

meeting in Jerusalem with Lt General Keith Dayton and

offering $1.2 million dollars to support the General’s mission.

Canada’s involvement, however, goes beyond money.

According to the CBC “about a fifth of Dayton’s staff” are

Canadian, and Condoleezza Rice told reporters in a briefing

alongside MacKay in Jerusalem that Dayton “has a Canadian

counterpart with whom he works very closely.”

During MacKay’s visit, Israel’s foreign ministry praised "the

exceedingly warm relations enjoyed” between the two

countries. Particularly, Israel lauded Canada’s vocal boycott of

Hamas, as well as its diplomatic posture opposing a ceasefire in

the summer of 2006 as Israel set about the ruination of large

swaths of Lebanon, and its position “in the vanguard” of the

fight against Iran. On the three biggest issues of the day,

Canada is in lock-step with Israel. During MacKay’s visit, the

Department of Foreign Affairs issued a statement which said

in part: “our message in the region is clear.”"

war against the Palestinian people.
American sources announced today
that the US had been informed of
Israel's plan to attack Gaza in
advance. The American official
position vis-à-vis the Gaza massacre
is to blame the victim. What is
happening in Palestine, and Lebanon,
for Rice is the "birth pangs of a New
Middle East," the underside of which
is the blood of the toddlers of Palestine.

This visit must be boycotted by
Palestinians as a protest against
Israel’s wanton destruction in the
Gaza Strip - and as a protest against
the ongoing collusion and support
of the United States. These visits
have brought nothing but suffering to
Palestinians, with over 300
Palestinians being killed since
these Annapolis-sponsored talks
began in November 2007.

Those who remember the children of
Gaza who perished at the
hands of Israeli missiles,
American-made helicopter gunships,
F16 and artillery fire, cannot allow
these meetings to continue.
This visit must be boycotted because
it will lead Palestinians nowhere.

the US led occupiers are having to admit that the attempts to
pacify the country, largely by terror bombing raids, are
failing. With defeat looming, as it always has for every
attempt in history at occupying Afghanistan, George Bush is
desperate to get other countries to deploy more forces. But
instead of responding to his pleas, the "coalition" countries
are falling out amongst themselves, with Canada now
threatening to withdraw all its troops, and others, like
Germany, saying they will not send troops to South
Afghanistan, where much of the fighting is taking place. (See

As Bush tries to stave off disaster in Afghanistan,
Condoleezza Rice, the US secretary of state, flies to London
next week to talk to Gordon Brown -- George Bush's closest
ally -- to find a way to send more troops to Afghanistan. With

could be in Afghanistan for decades

Bush's only aim for both Iraq and Afghanistan has been to keep
the wars going till the end of his presidency. This aim is
unravelling in Afghanistan, which is why Condoleezza Rice will
be in London next week. But she will also be here to discuss
Iraq, with the recent bombings in Baghdad giving the lie to US
claims that the US troop "surge" is bringing stability to the
country. And Iran will also be on her agenda, with recent
statements by George Bush showing he is still itching to
launch an attack.

We must ensure that Rice is left in no doubt that the majority
of the British people have consistently opposed George Bush's
warmongering. When Rice visited the UK in 2006 it turned into
a public relations fiasco, as anti-war protestors followed her

Open Letter to Secretary of State Condoleezza Rice

Dear Secretary Rice,

According to a widely quoted Reuters report, you are “so anxious not to repeat mistakes of past Middle East peace-making” that you sought the advice of, among others, former President Jimmy Carter. (The others included, apparently, former President Bill Clinton and three of your predecessors – Henry Kissinger, James Baker and Madeleine Albright).

Your spokesman, Sean McCormack, was quoted as saying: “She’s trying to draw on the historical record and the experience of others to see what she can glean and how far that may be applicable to the current day… She is a student of history and has a keen appreciation for how we can apply the lessons of history, what we can learn from those who have gone before us.”

Apparently you’ve also been “scouring historical records for pointers”.

And, most impressive of all, you’ve made it clear that you will devote all of your energy in the Bush administration’s final 14 months “to get what others have failed to attain in the past – a viable, independent Palestinian state living side by side with a secure Israel.”

Secretary of State, in principle it really IS do-able, it’s the practice that’s the problem, and I’ll come to that in a moment.

I am presuming to offer you some advice because, although I say it myself, I know the Middle East at least as well and perhaps even better than any of those (the named ones) you have consulted on your side of the water. In my television reporting and early book-writing days, for example, I enjoyed, uniquely, intimate access to, and on the human level friendship with, the two greatest opposite in all of human history, Golda Meir, Mother Israel, and Yasser Arafat, Father Palestine. One way and another I have been engaged with the conflict in and over Palestine, and why a resolution of it has remained beyond the reach of politics and diplomacy, for slightly more than four decades. (The Gentile me first went to Israel as a 23 year-old ITN reporter in 1965).

The problem with the “historical record” - I mean the first and still existing draft of Judeo-Christian history - is that it’s mostly nonsense. Propaganda nonsense. Zionist propaganda nonsense. At its core are two myths.

One is that the Zionist state of Israel has lived in constant danger of annihilation, the “driving into the sea” of its Jews. The truth of history is that Israel’s existence has never, ever, been in danger. Not in 19448/49. Not in 1956. Not in 1967. And not even in 1973. Zionism’s assertion to the contrary was the cover which allowed Israel to get away where it mattered most, America and Western Europe, with presenting its aggression as self-defence and itself as the victim when it was, and is, the oppressor.

The other is that Israel has not had a Palestinian partner for peace. The truth of history on this account is that the ground for peace on the Palestinian side was prepared by Yasser Arafat as far back as 1979 – more than a quarter of a century ago. In that year, 1979, Arafat persuaded the Palestine National Council, the highest decision-making body on the Palestinian side, to back his policy of politics and (until then) unthinkable compromise with Israel.

As I recorded in my book Arafat (the title of the American edition, the original title was Arafat, Terrorist or Peacemaker?), it took him six long years to persuade first his Fatah leadership colleagues and then other PNC members to accept the reality of Israel’s existence. When the vote was eventually taken, in 1979, it was 296 for his policy of politics and compromise and four against. Arafat, who had risked his life as well as his credibility to turn his people around, was then at the height of his powers; and from that moment on, and as President Carter knew, there could have been successful negotiations for a real and lasting peace based on a genuine two-state solution - Israel back behind its pre-1967 borders with Jerusalem, preferably as an open city, the capital of two states.

The problem was that Arafat did not have a partner for peace on the Israeli side - because Zionism was not, and is not, interested in peace on any terms the vast majority of Palestinians and other Arabs and most Muslims everywhere could accept. It’s true that in 1993, and thanks in part to President Clinton’s stage management and pulling power, Arafat did have a “perhaps” Israeli partner for peace in the shape of Yitzhak Rabin, but he was assassinated by a gut-Zionist. And Rabin was succeeded by Israeli leaders whose prime objective was to re-demonise and destroy the Palestinian leader. Arafat the terrorist they could handle. Arafat the peacemaker they could not. (Didn’t Barak offer Arafat “95 percent” of everything he had said he wanted? No, he did not! That, too, is a propaganda lie).

One of the few Westerners - they could be counted on the fingers of two hands - who understood that by the end of 1979 Arafat had prepared the ground on his side for peace on terms which any rational government and people in Israel would have accepted with relief, was Brian (now Sir Brian and long-retired) Urquhart. In my view he was in his working life one of the the greatest Englishmen of his time. In 1979 he was Under-Secretary-General of the UN, and in that capacity he was, effectively, the world’s number one trouble-shooter and hands-on crisis manager. He knew the Middle East better than anybody else and he was respected by leaders in the East as well as the West, and by Israelis as well Arabs.

Urquhart told me of the message Arafat had asked him to give to Israel’s leaders when Sharon, then Prime Minister Begin’s defence minister, was preparing to invade Lebanon to exterminate Arafat and all of his PLO leadership colleagues. Arafat said to Urquhart: “Please tell these stupid people in Jerusalem that they will be sorry when I am gone. I am the only one who can deliver the compromise to make peace.” To me, and as quoted in my book on Arafat, Urquhart said: “It’s tragic. Arafat was speaking nothing less than the truth. From the beginning he has been the only Palestinian leader who could talk about dealing with Israel and not be killed the next day for saying so.” Subsequently Urquhart said to me that he feared it would only be when Arafat was dead that Israelis would realise how much they had needed him for peace.

Secretary of State, if you really want the best advice, you should talk to Urquhart.

And if you really want to come to grips with the truth of history in order to formulate a real policy for peace, I suggest you read my latest book, Zionism: The Real Enemy of the Jews. It’s epic in length (two volumes) as well as sweep and substance because I’ve re-written the whole history of the making and sustaining of what used to be called the Arab-Israeli conflict, replacing Zionist mythology with the documented facts and truth of history. Though it’s available from Amazon, it’s not yet published in America because all American publishers are too terrified of totally offending Zionism to take it on. I should stress that it’s the opposite of anti-Semitic. It’s my Gentile call for the Jews to become the light unto nations by demonstrating that right can triumph over might, and that there is a place for morality in politics.. The key to understanding is knowledge of the difference between Judaism and Zionism - why they are total opposites: and thus why it is (a) perfectly possible to be passionately anti-Zionist (opposed to Zionism’s colonial enterprise) without being in any way, shape or form anti-Semitic; and (b) why it is wrong to blame all Jews for the crimes of the hardcore Zionist few.

Now to the principle of real peace-making. Often on public speaking platforms I put it this way:

If the President of America had a magic wand, and if he could wave it overnight to get Israel back behind its borders as they were on the eve of the 1967 war, with Jerusalem and open city and the capital of two states, he would have (with one wave of the wand) the thanks, respect, friendship and support of not less than 95%, and probably 99%, of all Arabs and Muslims everywhere.

In other words, with one wave of the magic wand to end Israel’s occupation of Arab land grabbed in 1967, the President and you as his Secretary of State would go down in history as the greatest of all peacemakers; and you would undo all the damage that’s been done to America’s standing in the world by neo-con driven policies including support for Israel right or wrong. And, the bonus, you would make winning “the war against global terrorism” by political means a mission possible.

The question is: What can the President do without a magic wand?

Short answer: He could use the leverage he has to require Israel to end its occupation in accordance with UN Security Council Resolution 242 and international law. (I am aware that President Bush promised Prime Minister Sharon that Israel could keep the main settlements it has established on the occupied West Bank, but it was a promise the President should not have made and was, is, without legal authority of any kind. On this the President would have to come clean and say, “I made a mistake and I am now correcting it.”)

The truth of the matter, or so it seems to me, is that in his last 14 months in the White House, President Bush is well placed to be the first American President to call and hold Zionism to account – because he can’t run for office again and so doesn’t need Zionist lobby support in the form of campaign funds and votes. Simply stated, he now has 14 months of freedom to do what is right and best for America’s real interests. (And also those of the Jews of the world).

Secretary of State, I am aware that right now the Mother and Father of all political battles is going on behind closed doors in Washington DC – to determine whether or not Vice-President Cheney and his neo-con-and-Zionist associates will continue to call the policy shots. If he and they do, I think it’s highly likely that two things will happen. Iran will be bombed by America or Israel (probably in February, March or April) triggering catastrophe, possibly even a nuclear one, for all; and Israel, after it has failed to impose its will on the Palestinians (they won’t accept crumbs from Zionism’s table in the shape of two or three bantustans) will be given the green-light to go for a final round of ethnic cleansing. (The full horror of the first round is now fully documented by Professor Ilan Pappe, Israel’s leading “revisionist” historian, in his latest book, The Ethnic Cleansing of Palestine).

It’s my understanding that Defence Secretary Gates is quietly leading the campaign to stop the madness Cheney and his associates represent. Once upon a time you, Secretary Rice, had great influence on President Bush. You were subsequently sidelined to a very large extent by Cheney and Zionism’s watchers in the White House and your own department. But what of today? I have the impression that your seven visits to Israel/Palestine have led you to the conclusion (of course you can’t say so in public) that the Zionist state of Israel is the obstacle to peace.

If my impression is correct (and, of course, I could be wrong), it’s my hope that you’ll now use your influence to tip the balance of power in Washington DC in favour of those on the side of justice and peace and sanity.

Palestinians will deliver a message to Condoleezza Rice on the Israeli-only 443 highway: The segregation that Condoleezza's parents suffered from and struggled against did not die in Alabama, but lives today in Palestine. The demonstration will take place at the bridge near Beit Ur that runs above the Palestinian only tunnel that runs underneath the highway.

"We aren't allowed on the front or the backs of busses, we aren't even allowed on the roads of our own country." explained Mohammed K. of the Popular Mobilization against Apartheid.

In the version of the two state solutions being advocated by Dr. Rice in her trips throughout the Middle East, road 443 will remain in Israeli control. Despite the fact that all Israeli settlements are illegal under international law, the Bush administration promised Israel in
2004 that the border of Israel with the future Palestinian state would be adjusted to allow Israel to retain its "already existing major Israeli population centers". Since this promise in 2004 Israel has increased creation and building of the settlements and settlement
infrastructure that make up these major population centers. According to this vision already existing settler roads will run throughout the so called Palestinian state, with bridges for Israelis and tunnels underneath for Palestinians. These segregated roads divide any possible
Palestinian state into separate enclaves.

Abdullah A., a speaker for the Popular Mobilization against Apartheid said, "the two state solution promoted by Bush and Dr. Rice is not actually two states nor is it a solution. It is Apartheid."

For seven years now, Highway 443 has been accessible to Israelis only. Palestinians are forbidden to travel on the highway, even on the 9.5 kilometer-long segment which passes through occupied West Bank territory and is built on land that has been confiscated from
Palestinians.

The policy of prohibiting Palestinian movement on this road is not an isolated case. On 312 kilometers of main roads in the West Bank, vehicles bearing Palestinian license plates are forbidden or restricted access. According to OCHA (UN Office for the Coordination of Humanitarian Affairs) Of the 561 physical obstacles and check point that restrict Palestinian movement, only fourteen separate the territories occupied in 1967 from Israel proper. Nearly all of the physical obstacles and checkpoints that make up the closure regime are located along the roads for Israeli use. These roads, in addition to the segregation wall, carve up Palestinian areas into isolated enclaves. This fragmentation is at the root of the West Bank 's declining economy.
