AL-HAQ ACTION ALERT: End the Siege of the Gaza Strip

AL-HAQ ACTION ALERT

FOR IMMEDIATE RELEASE

Ref.: 01.2008E

21 January 2008

End the Siege of the Gaza Strip

On Sunday 20 January 2008, Israel’s ongoing siege of the
Gaza Strip, including the blocking of fuel supplies, forced
Gaza’s only power plant to shut down, plunging over 800,000
Palestinians into darkness. According to the
General-Director of the plant, the shortage of electricity
caused by the lack of fuel will affect the provision of
medical care and water and sanitation services.
On Sunday morning, the Gaza Coastal Municipalities
Water Utility, which normally operates 130 wells as
well as sewage treatment plants, stated that if the
fuel supply is not restored by Tuesday, these
services will cease to function throughout the
Gaza Strip. Since Friday 18 January, Israel has
also closed all Gaza’s border crossings and
blocked all humanitarian aid, except in exceptional
circumstances. With some 80 percent of Gaza’s
population requiring food aid, the impact of these
measures will be catastrophic. This escalation
has also been accompanied by an intensifying
of Israeli military attacks on the Gaza Strip in the
first 19 days of 2008, costing the lives of 69
Palestinians, including four children and eight
women, and the injury of over 190.

Israel’s current policy in relation to the Gaza Strip and
its 1.5 million inhabitants constitutes an unmitigated
violation of international humanitarian law including,
but not limited to, Israel’s obligation as an Occupying
Power to, at a minimum, ensure the basic needs
of the population under its effective control, and the
prohibitions on collective punishment, coercion and
unlawful reprisals.

Israel’s current policy and recent actions have shown a
casual disregard for the lives and dignity of the 1.5 million
Palestinians living in the Gaza Strip, treating their suffering
and the violation of their fundamental rights as little more
than an inconvenience that will earn gentle reprimand
from the international community and Palestinian National
Authority, but will otherwise be irrelevant. With the
intolerable conditions and constant state of fear that
the Gazan population is now forced to live under, it
is time for this position to change. Israel must not be
allowed to shield itself from the implementation of
its international legal obligations, nor should the
international community shy away from enforcing
such implementation. Inarticulate fears of disrupting
a “peace process” that exists only in vague declarations
and diplomatic handshakes, that treats the Gaza
Strip as separate from the rest of the Occupied Palestinian
Territory (OPT) and Palestinians as a divided people,
cannot be an excuse for allowing the continued siege
of the Gaza Strip. In fact, if any “peace process” is to
succeed, the conclusion reached must embody a
sense of justice. This requires, as an unavoidable
starting point, that the fundamental rights of all
parties be recognised and protected.

Al-Haq therefore calls upon,

Israel to immediately cease all military operations in the
Gaza Strip and to end its policy of collective punishment,
including the opening of border crossings to allow the
movement of goods and people, and restoring the
supply of fuel and humanitarian aid.

The Palestinian Liberation Organisation to establish
Israel’s obligations under international law in respect of
the civilian population of the Gaza Strip, including
ending the collective punishment and ensuring
access to essential medical services, food and
water and sanitation, as an integral part of any
negotiations.

regional organisations and individual states to
take concrete measures, including economic and
diplomatic sanctions, to ensure Israel’s compliance
with international law.

All international agencies, including the UN, present
in the OPT to actively draw the attention of international
decision makers to the impact of Israeli policies on the
Palestinian civilian population of the Gaza Strip.

The UN Secretary-General immediately bring the
situation in the Gaza Strip to the attention of the
Security Council.

Concerned individuals and civil society groups to raise
Israel’s violations of international law with elected officials
in their home counties.

Palestinian armed groups to immediately cease
the launching of rockets targeting civilian population
centres in Israel.

- Ends

fervent cry against what is happening to besieged inhabitants of Gaza

To: H.E. Ban Ki-Moon Secretary General Of The United Nations

On This Day of the Celebration of the Universal Declaration of Human rights,
and the subsequent conventions and covenants pertaining to the international
humanitarian law, on the protection of the economic, social and cultural rights
of peoples living under the double jeopardy of occupation and siege, we,
representative of civil organizations and women's associations in Jordan,
feel impelled to draw your Excellency's attention to the inhuman and unparalleled
plight and suffering, to which the one and a half million civilian inhabitants of the
Gaza strip are being subjected, and particularly, the women, the children,
the elderly and the sick, who are caught in the middle of relentless siege,
and an unabated conflict. The situation is unbearable and unacceptable in
human terms.

The one and a half million of Gaza are deprived of the basic necessities of life,
food, electricity, fuels, clean water, medicine and movement, within the strip
and without it.

How can the world watch with seeming callous indifference,
this collusive apathy, in the face of a monumental crime against humanity?
We hope that our fervent cry against what is happening to besieged inhabitants of Gaza,
will find an echo in the halls of United Nations and more attention and direct
intervention to stop the atrocities against human beings in Palestine,
as it solemnly celebrates the universal declaration of human rights.

With our highest esteem.

Jerusalem Forum.

Sincerely,

The Undersigned

URGENT ACTION ALERT!

URGENT ACTION ALERT!
Please write/fax/email your Foreign Ministry asap with something akin to this:
Earlier this year the UK Foreign Office described Israel's activities in Lebanon last year as disproportionate, upon reading the below article it would appear a similar occurrence is set to happen imminently. This year, do you think, at the very least, we can have a statement condemning the move before the event? Do you not think the people of Gaza have suffered enough? As a UK citizen I am becoming extremely concerned that my government can just sit back and watch and is basically, complicit with this 'happening' GENOCIDE! I am literally begging you Mr Miliband, ACT NOW before this atrocity happens.
Yours Sincerely,

Israeli military announces readiness to invade Gaza

Saed Bannoura - IMEMC

Friday November 30, 2007

The preparations for a mass invasion of Gaza are complete, said an Israeli source on Thursday. Israeli officials said the thousands of troops and dozens of tanks currently stationed on the Gaza border are not going to launch an invasion unless Palestinian resistance factions fire homemade shells across the border first.

The Israeli daily newspaper Maariv reported that the chances of a major Israeli incursion into the Gaza Strip have increased now the Annapolis conference is over.

An Israeli military spokesman said that "the Israeli response will come swiftly" if any projectiles are fired across the border. All troops are trained and ready for an invasion, according to the Israeli army.

Israeli forces have killed ten Palestinians in Gaza over the last week, by air strikes and missiles fired from ships stationed offshore.

An outright invasion of Gaza, one of the most crowded places on earth, would likely result in much higher casualties.

Israeli forces control all entry and exit from the Gaza Strip, and have prevented all Palestinian movement in and out since September, resulting in the deaths of several patients in dire need of medical care. http://

The Israeli daily newspaper Maariv reported that the chances of a major Israeli incursion into the Gaza Strip have increased now the Annapolis conference is over.

Israeli tanks and thousands of troops are not expected to enter Gaza Strip within the next few days, but if Palestinians launch projectiles that cause Israeli casualties, "the Israeli response will come swiftly in the form of a serious military operation for the first time since the Israeli disengagement from the Gaza Strip," according to the newspaper.
It already seems obvious to me now, that the Peace Con was more of a private debate – how to deal with Hamas – and that this 'swift response' will be wholly disproportionate and how many innocent civilians will be paying the price?

Doctors: 'Severe Crisis' in Gaza, 44 Dead Since July Closings

Residents in Gaza in need of medical care are facing a "severe crisis" with forty-four Palestinan deaths due to Israeli border closures and denial of medical care since July. With Gaza all but ignored during Annapolis, only rights groups are making a dent in letting the world know what is going on in the open air prison known as the Gaza Strip.

According to Physicians for Human Rights-Israel, the situation in Gaza has reached very serious proportions and they are making an appeal to be allowed into Gaza to "document" the true extent of medical necessity cases being left untreated. In an unusual emergency appeal PHR said:

"The prolonged siege imposed by the Israeli government on Gaza, the closing of its borders, the tightening of policies regarding permission to exit Gaza for medical purposes, and the severe shortage of medications and other medical supplies all severely damage the Palestinian health system and endanger the lives and health of thousands of Palestinian patients ...

... According to the records of the Palestinian Ministry of Health in Gaza and the World Health Organisation (WHO), 44 people have died since June 2007 in connection with denial or delay of access to medical care by the Israeli authorities. Thirteen of these patients died in November alone. The number of deaths is rising each month, as the policy of siege tightens."

The group is seeking to enter Gaza to provide emergency aid and document the increasingly dire medical crisis and also to advocate for those who are being told they must be interrogated for information about family members to get medical care from the Israeli's in return. PHR said one urgent goal is to represent:

"... dozens of patients applying to our offices each month, whose access to Israel or passage through it for purposes of medical care is denied for 'security reasons;' a campaign against the policies of the General Security Service (GSS, shabac) whereby patients are compelled to inform on others as a condition for permission to access medical care. These campaigns will be implemented using litigation and media, targeting Israeli and international audiences."

Medicine and Supplies Also Denied

PHR-Israel also said it seeks to bring emergency supplies to Gaza because the seige is leaving stocks of medicine and supplies woefully inadequate:

"Hospitals and medical centers in Gaza suffer a severe shortage in medicines and medical supplies that are essential to minimal functioning of the health system. According to data collected by the WHO, 85 types of medicines defined as essential are out of stock, including medicines for cancer, heart conditions, kidney disease, as well as 12 different types of medicines for psychiatric conditions. 138 other types of medicines will be out of stock within a period ranging between one and three months ...

... The hospitals in Gaza suffer severe shortage in medical equipment and supplies in a manner damaging to their ability to provide emergency and routine services, the need for which is rising due to the growing daily needs of the patient population. According to Palestinian MoH data, the shortage in medical equipment is felt in all the hospitals in Gaza, due to inability to maintain the equipment, which is in need of spare parts. Malfunctioning and missing equipment includes dialysis machines, laboratory equipment, cardiology equipment and test tubes."

According to the organization even the most basic of supplies are running out with little hope of replacement:

"... cleaning materials, parts for electric generators, parts for refrigerators, parts for washing machines, toilet paper, sheets, winter bedclothes, stationary, paper and more. Although these materials are quickly running out, the State of Israel is preventing their entry, claiming that they are not considered part of the humanitarian needs which it publicly undertook to meet."

Wouldn't it have meant a great deal if Ehud Olmert openly proclaimed at Annapolis that medical patients from Gaza would no longer be denied care by his government that occupies every nook and cranny of Gazans lives? Instead the status quo lives on and the Israeli nurtured Hamas continues to strengthen. If the goal of the "photo-op" in Annapolis was to weaken extremism, surely there is a better way then leaving people to die for lack of medical care at closed border crossings under a "security" pretense by Israel.

How much of a threat does a cancer patient pose to the state of Israel? What possible reason is there to prevent medical necessities from reaching Gaza residents? How much worse will it get in early December when threatened electricity cut-offs are scheduled to begin?
