*How the EU ignores Israel's failure to fulfil*
*its obligations under EU agreements*
The submission takes as its starting point the extraordinarily different
standards that the EU has applied to entering into partnerships with
Russia and Israel. It has recently refused to enter into negotiations
with Russia about a partnership until it ends its military occupation of
parts of Georgia, but has had a partnership with Israel since 1995,
despite its military occupation of the West Bank and Gaza and parts of
Syria and Lebanon at the time the partnership was concluded, and ever since.
That partnership was established by the Barcelona Declaration, which
requires Israel to "respect the territorial integrity and unity" of its
partners, which include Lebanon and Syria. In 1995, and ever since,
the EU has turned a blind eye to the fact that Israel has failed to
fulfil this obligation - since it was then, and still is, occupying
parts of Lebanon and Syria militarily.
The submission documents this and many other instances of Israel's
failure to fulfil obligations under agreements with the EU. Far from
calling Israel to account for these failures, the EU has turned a blind
eye to them - and has recently decided to upgrade its partnership with
Israel.
