One of evil's preferred hideouts in Israel is laws that are clumsily entitled and that seem to have been written by someone who never bothered to learn Hebrew. That is not the case; while reading the gibberish, one is experiencing the ultimate weapon of mass distraction. Make secret, inaccessible laws, and then enforce them by legally—but illegitimately—raping the people.

Today, October 13, 2013, an awesome example was provided when the government decided to expand a temporary law from 2011, known as the Vadlim Law. I decided to keep the Hebrew term used by the local media because it is perfect for clarifying the point. "Vadlim" is neither a word nor a name.

It is not even the proper name of the law. "Law of the Processes of Residential Planning and Construction (Temporary Law 2011)" is the absolute boredom hiding behind the "Vadlim Law." Not trusting being able to hid the horror behind the smoke curtain of its name, the government popularized it with the unclear short name. "Vadlim" is an acronym conjugated into plural; there is no obvious way of guessing of guessing its meaning: "Committees of National Housing." Even after clarifying this, many readers are fighting a sudden need for a powerful nap.
The Temporary Law part of the name indicates that the order did not pass through the Knesset. The Government has a corrupt parliament bypass that allows it to legislate temporary laws until the Knesset ends the full legislative process. Yet, as with the case of the Citizenship Law, this may be used to enforce clearly discriminatory laws that cannot pass through the Knesset.
Readers may note that one unclear term was replaced by another unclear term. What is a "Committees of National Housing?" The law defines one such committee for each of Israel's six districts,+ the committees are formed by government officers representing the relevant ministries involved. The committees deal with building projects of over 200 houses, which includes a variety of designs aimed for all segments of the population.
Are we already experts? No, these terms hide the fact that this is a law bypassing the regular building processes. Mega-projects by and for the rich will bypass the slow bottleneck of local government and be approved immediately by the district committee.

Today, Minister of Interior Gideon Saar asked the government to re-approve the law that had been legislated for 4 years. His untimely request, at the law's midterm, was due to his introduction of Machiavellian changes.
In the analysis of the law's first two years, Mr. Saar explained that 25,000 residential units were constructed under the new law. This is 20% of the number of residential units approved in the same period according to the Planning Law of 1965. In average, the approvals were four times faster through the district committee; a regular process conducted under the old law averages three years.

Even at this point, everything looks kosher, though it is inexplicably hidden in a type of gibberish that may cause one to suspect that the government is using Doublethink.++ Israel being Israel, this is the case. Don't look at the calendar, it is still1984.
Disguised Land-Robbing Law
At the heart of the new committees and the traditional construction process is settling down any problems with the land owners.
Land ownership in the Holy Land is a complex issue. I use the term "lease" to translate the more restrictive Hebrew "hachira," which refers to a long-term lease. Technically everything above 5 years enters this category, but more often than not it refers to a century-long contract on land. Any such contract longer than 25 years is defined "hachira ledorot," "lease-for-generations."
In the 19th Century, Zionist Jews started a coordinated effort to buy lands in the Holy Land. Two organizations are key for understanding the current situation. The Jewish National Fund (Keren Kayemet LeYisrael, literally "Existing Fund for Israel") was founded in 1901 to buy land in Ottoman Palestine, and afterwards in the British Mandate for Palestine, Israel and the Palestinian territories. It still keeps buying land for Jewish settlements. In 2007, it owned 13% of the total land in Israel. Yet, it doesn't belong to the State; hence an additional body completes the picture.
Israel Land Administration manages land that is either property of the state or of the Jewish National Fund. It controls 93% of the land, the rest is privately owned or under the protection of religious authorities, mainly the Greek Patriarchate.
Neither the State nor the Jewish National Fund sell lands. The best one can achieve is a lease-for-generations agreement with them. In other words, to rent the land for a century (see Orthodox Patriarchate of Jerusalem sells the City).*
Hinding in the fine print of the 2011 Temporary Law was a worrying detail. The committee could approve building on lands that were owned 80% by the State. In other words, if a large parcel was owned 80% by the government, and 20% by the Greek Patriarchate, the latter had no saying on the use of the property.
This may look a bit rude, but yet legitimate. After all, the government had the absolute majority. Yet, Israeli was working here in a fashion knowns as the "salami system." Salami is eaten slice by slice; the first stage was designed to give apparent legitimacy to the robbing of 20% of a property.
It worked. Nobody complained. Accordingly, the fixed law approved today lowered the ownership percentage needed by the government for the committee to approve the project. Now, even if the Greek Patriarchy owns 60%, it may found its historical property robbed by the State of Israel.

* A related point that I must mention is Israeli mortgages. I put that in a wider context in Mossad, Matrix and Mortgage; for this article it is enough to understand that they are the main control tool of the State on its slave-citizens. Mortgages allow the State's security services (SS) two things:
1. to keep people relatively immobile, physically and socially.
2. to create a stable income source for the state, and thus indirectly for the SS themselves.
A mortgage loan is the name to the financing obtained by a home buyer or builder from a financial institution. It allows using future incomes for purchasing something in the present, while the financing institution makes considerable profits from interest. These institutions are often related to governments. The loaners are from that point until they end paying the loan little more than slaves. They will be careful not to lose their jobs.
