It's been around since WW I when it was a horror in the trenches.
It causes a kind of fire you can't put out with a fire extinguisher
and if it gets on human flesh, it will burn straight down the the
bone - and keep burning.
Now the Israeli military is dropping it from time to time on Gaza neighborhoods.
Of course, that's just a rumor...unless you see the video.

The only countries that seem to use it are the US, Russia and Israel (though Israeli war party spokesmen love to throw in the fact that Canada has used it too, probably in joint operations with the US.)
Is it moral, or even legal, to use it in densely populated areas?
Certainly not, so the US news media does its best to keep the reality that these weapons are being used this way at the level of a "rumor."

US, Russia and Israel are also the only countries that actively use cluster bombs.
